La Paz becomes the first municipality in Mexico to implement Operation Hurricanes 2026

Mayor Milena Quiroga Romero announced this Monday the launch of Operation Hurricanes 2026, positioning [Municipality Name] as the first municipality in the country to proactively implement a comprehensive plan in anticipation of the rainy and tropical cyclone season, which is expected to be one of the most active in recent times.

The operation consists of the coordinated deployment of 732 personnel, 89 vehicles, 17 ambulances, eight motorcycles, and six aerial monitoring drones, distributed among municipal, state, and federal institutions: Civil Protection, Municipal Public Security, the Fire Department, the Navy, National Defense, the National Guard, the Mexican Red Cross, organized civil society, the private sector, and volunteer groups.

The plan includes 32 temporary shelters, eight in the urban area and 24 in the rural area, with a combined capacity for more than 2,450 people, guaranteeing coverage from Todos Santos and El Pescadero to Los Barriles, San Antonio, Los Dolores, El Carrizal, Los Planes, and the municipal seat.

In addition, 12 specialized response brigades are operating, along with the Safe Crossings Operation at 27 high-risk locations for runoff, and a permanent early warning system linked to the Early Warning System for Tropical Cyclones (SIAT-CT).

The capital of Baja California Sur maintains a perception of insecurity compared to the national average.

Quiroga Romero emphasized that the operation will be carried out in strict coordination with the Mexican government, headed by Mayor Claudia Sheinbaum Pardo, through the National Civil Protection System (Sinaproc) and the National Civil Protection Coordination; as well as with the state government led by Governor Víctor Castro Cosío.

“In La Paz, we don’t wait for the cyclone to make landfall to act; we anticipate it. We work shoulder to shoulder with Mayor Claudia Sheinbaum and Governor Castro Cosío to protect every life and every piece of property of the residents of La Paz,” stated Quiroga Romero.

What are the alert levels of the operation?

The system includes five alert levels—blue, green, yellow, orange, and red—with differentiated protocols that include evacuation of at-risk areas, suspension of school and maritime activities, a permanent session of the Municipal Civil Protection Council, and constant communication with the public through mass media and the city council’s digital platforms.

La Paz, vulnerable during the rainy and hurricane season

The mayor emphasized that La Paz, due to its geographic location, has historically been one of the most vulnerable municipalities on the Mexican Pacific coast to hurricanes and tropical storms.

Given this, implementing the operation before the official start of the season on May 15 sets a national precedent in prevention and intergovernmental coordination among the three levels of government.

“We are ready, organized, and working as a team with the federal and state governments so that this season finds us prepared,” concluded Mayor Milena Quiroga.
