The law initiative was drafted and presented by Luis Alegre Salazar, former federal deputy; will allow the use of biometric technological tools for the entry and exit of people in the airports of our country
On this day, the opinion of the minutes with the draft decree amending article 35 of the Migration Law was unanimously approved in the Senate of the Republic in the ordinary session of the Senate of the Republic on March 24, 2022.
This initiative was presented by Luis Alegre Salazar, who served as president of the Tourism Commission of the LXIV Legislature and was approved by the plenary session of the Chamber of Deputies by the majority on February 3, 2021.
The proposal was called by the then deputy Luis Alegre “Reliable traveler” because it will allow the use of biometric technological tools to track the entry and exit of people in the airports of our country. Some of its advantages are the following:
- In the main airports of our country, especially those located in tourist-oriented areas such as Cancun, Mexico City, Puerto Vallarta in Jalisco, Los Cabos in Baja California Sur, tourists who visit our country face a real odyssey to be able to enter the territory with time between 40 and 60 minutes on average. In high season the lines are usually long, often even with girls and boys. With this reform, this will end.
- Mexico registers a growth in the demand for tourists who visit our country, especially those who arrive by air. In terms of foreign currency income in 2011, this amount amounted to 12 billion dollars, for 2019 it was 24 thousand 600 million. A growth of 105 percent in this period (eight years) and 9.3 percent on an annual average.
- Of the international tourists who visit our country, which in 2019 amounted to 45 million, on average 50 percent corresponds to inbound tourism, that is, those who enter by air, although in terms of income they represent on average just over 80 percent. Hence the importance of this reform.
- International tourism for our country is strategic. The generation of foreign currency is highly surplus, being an essential factor in the financial and macroeconomic stability of our country.
Just one example: The accumulated balance of tourism in the first half of 2021 was almost 7.4 billion dollars in surplus, compared to the trade balance with a deficit of almost 3 billion dollars; the oil tanker whose deficit is close to 14 billion dollars, or the surplus of the manufacturing balance with just over 5.5 billion dollars, speaks in itself of the strength of the tourism sector.
Now, for this year 2022 it is expected that foreign exchange income from international visitors will reach 24 thousand 250 million dollars, this is 4 thousand 456 million more than in 2021, an increase of 22.5%; a figure almost similar to that of 2019, only 350 million dollars below the historical figure for that year.
The average expenditure of international visitors will be 379.8 dollars, 6.1% more than last year.
The arrival of international tourists to Mexico of 40 million 37 thousand is also estimated, 8.2 million more than in 2021, an increase of 25.6%.
These are some of the reasons why the approval of this reform is so important.
In short, it can be said that with this reform of art. 35 of the Migration Law, the trips will be more reliable for the tourists who visit our country; They will take the minimum time to document themselves in Migration: and it will give them greater security and peace of mind.
For tourism in general it is great news that will allow a greater influx of international tourists so important for the reactivation of tourism and the economy of Mexico as a whole.
The tourism balance in 2021 closed with a surplus of more than 14.6 billion dollars .
