Governor of BCS among the worst rated according to surveys and INEGI data

Four years in office, Baja California Sur Governor Víctor Manuel Castro Cosío continues his decline on the list of local executives with the lowest approval ratings nationwide.

Two surveys released just a few days ago by the polling firms Mitofsky and Rubrum agreed that the Morena-backed governor lacks the public support that led him to victory at the polls a few years ago.

Both polls placed Castro Cosío at the bottom of the list in terms of his administration’s approval ratings. While the polling firm Mitofsky placed him—just in August of this year—in 30th place out of 32 local governors based on his administration’s results and the challenges he faces, Rubrum reported that by September he was ranked 28th in the ranking of local executive performance.

Public safety, the healthcare system, the water crisis, public works, and proximity to the people were some of the areas surveyed among the population of Baja California Sur. On a scale of 1 to 9, they gave the Castro Cosío administration a score of 4.28, placing it 28th nationwide.

The polling firm data also coincides with the recently released measurements by the National Institute of Statistics and Geography (INEGI) regarding perceptions of insecurity and efficiency in the administration of justice, both responsibilities of Governor Castro Cosío.

For example, the 2025 National Survey on Victimization and Perception of Public Safety (ENVIPE) found that 37.4 percent of the population in Baja California Sur feels unsafe.

The feeling that something bad could happen to people increases significantly when daylight disappears and night falls; In this scenario, 58.5 percent of people acknowledged feeling unsafe walking near their homes.

In the case of the 2025 National Census of State Justice Administration (CNPJF-E), it is noted that of the 24,492 investigation files that the local public prosecutor’s office was aware of at the beginning of 2024, 13,266 were in the initial stage; 591 were in the complementary investigation stage.

However, when asked how many investigation files were pending completion, the ministerial authority was unable to provide the statistical agency with the required data, as can be seen on page 26 of the census conducted by INEGI.

The results of the INEGI measurements place the state’s Attorney General, Antonio López Rodríguez, at the center of the demands. Despite being confirmed in that position more than three months ago at the governor’s proposal, he previously served as head of the office in the same capacity.
